The quick answer
No license needed: light, like-for-like service that does not touch the structure or the door's wind-load path — lubricating rollers, adjusting travel limits, replacing a remote or a photo-eye sensor.
License needed: replacing the counterbalance system, fastening track and brackets back into the framing, re-anchoring the door, or replacing the door itself. That is permitted contracting work.
The test is not "is it a repair"
Plenty of people assume repair is exempt and installation is not. That is not the line Florida draws. The question is whether the work touches the structure, the anchoring, or the counterbalance. A "repair" that involves any of those is contracting work, whatever the invoice calls it.
This matters because the most common garage door repair — a broken spring — sits firmly on the licensed side. The counterbalance is what carries the weight of the door. Replacing it is not upkeep.

Cities and counties interpret this differently and revise it over time. Confirm with your local building department before taking work you are unsure about.
Why springs are the dividing line
A garage door is a counterbalanced assembly. The springs, not the opener, carry its weight; the operator only overcomes the small residual imbalance. Change the counterbalance and you change how the whole door behaves — and you do it while the system is holding a large amount of stored energy.
That is why spring work is both licensed and genuinely dangerous. Winding bars, cone handling, and safe procedure are their own body of knowledge, covered in torsion spring safety. It is also why "I only do repairs" is not a shield: the highest-volume repair in the trade is the one that requires the license.
Repairing a rated door
There is a second trap on newer doors. If the door is a rated assembly carrying a Florida Product Approval or Miami-Dade NOA, then swapping a section, changing hardware, or re-anchoring it can move the installed assembly outside what was approved. The door stops being the thing that was tested.

What a repair-only business gives up
Running service work without a license is legal within the limits above. But the ceiling is real:
- You turn down your best calls. Broken spring is the bread-and-butter emergency call in this trade, and it is licensed work.
- No door replacements. The highest-ticket job on any route.
- No permits in your name, so anything permitted gets handed off with the margin attached.
- No storm work. After a hurricane the volume is in replacement and re-anchoring — and penalties for unlicensed contracting escalate after a declared state of emergency.
- No lien rights on work that required a license you did not hold, so a customer who does not pay is a customer you cannot pursue.
- Harder to insure, which keeps you off larger and commercial work.
Most repair outfits do not decide to stay unlicensed. They drift into it, subbing out or declining the licensed half of their own call volume, until it is simply how the business runs.

The route is the Florida Garage Door Installation Specialty Contractor license: meet the state's experience requirement, pass the DBPR Trade Knowledge exam, pass the separate Business and Finance exam, and clear the financial, insurance, and background requirements.
The trade exam is 55 scored questions in 2.5 hours, 70% to pass, open book at a Pearson VUE center. If you already do service work, a good share of it is familiar ground — hardware, adjustment, and safety. The parts that catch service technicians out are counterbalance theory, cable and drum sizing, wind load, and the regulatory material, because a repair round never forces you to learn them formally.
